Former Chief Harris Moved To Airport Building.

Jack Harris is not the Police Chief, he is the Public Safety Director for the City of Phoenix, or was. If his title was/is Chief of Police he would be running afoul of current Arizona Law that prohibits retirement and double dipping.
As for reassigning Harris to the Airport, that’s like releasing a terrorist from Guantánamo Bay and sending him back to his home boys. You see, the airport is where the majority of the City of Phoenix Police Department good old (Harris) boys go to get rewarded. They work a shift under TSA protocol that only allows one shift a day to be worked. But when the chosen few are done with their TSA shift, they go into the magical backroom in terminal four for a second shift under their City of Phoenix protocol, time and a half or comp time at time and a half. This pumps up their annualized salary for calculating their retirement benefit. Clearly this is malfeasance, any reasonable person would agree.
