My name is Dennis Dugan.  I live in Scottsdale, Arizona.   I am a 67 year old retired certified public accountant (CPA), currently employed as the chief financial officer (CFO) / manager of the medical practice of an eye surgeon.  Additionally, I am a consultant assisting employed physicians to start-up their own practice.  I have been a life-long registered Republican.

I attended this Hearing in person, but, like many others, was not selected to testify, and not allowed to speak. Therefore I am submitting this additional written testimony for the record, with the understanding from Shari Farrington, a Trent Frank’s staffer, that the record will be held open for one week.

It was my observation, that this field hearing was an exercise in futility, designed to distract, misdirect, while accomplishing nothing other than giving the appearance of doing something.  The issue that this hearing danced around was medical insurance premiums.

The Affordable Care Act (ACA) is a misnomer and has nothing to do with affordability or healthcare.  As the CFO and a retired CPA, I have naturally analyzed this medical Obamanation (ACA) for what it really is, the monetization of the healthcare system for the benefit of the financial institutions (Insurance companies).  This ACA also represents what is wrong with the current financial system in America, where we have digressed from the values of our Constitution and now place value in numbers and profit and give priority to corrupt financial institutions over the lives of human beings. My understanding is that our Constitution places first priority in creating a future for posterity in accordance with the general Welfare of the American population.  The creativity of our population is given priority over corporations.

The Dodd-Frank Act allows for the Cyprus bail-in process to be used by the financial institutions to take funds directly out of your bank account.  The Affordable Care Act provides for the same process and allows the Medical Insurance Industry to apply the Cyprus bail-in process for your insurance premiums.  Both Dodd-Frank and the Affordable Care Act give first priority so that the financial institutions may live while human beings may die.

As the manager of a medical practice, I could add volumes to this testimony that pertain to the medical side of this testimony.  I will say that the ACA adds a high level of uncertainty to the practice of medicine and that can be nothing but detrimental to the patient that medical practices attempt to serve.
